The Evaluation of the Meusta Program

Part 1: Work of evaluation team with assistance of several persons involved in Meusta. Comprising of KAP-survey (A), in-depth-interviews and group processes.

Part 2: INTERNATIONAL WORKSHOP 28-29 March . A joint venture of the evaluation team and the Meusta secretariat with assistance of school children, youths, and external participants. About 130 participants +, including 18 foreigners.

Part 3 : Evaluation team with helpers finalising the evaluation report. KAP-survey (B), adjustment of preliminary interpretations and weightings according to input from the International workshop.

RECOMMENDATIONS ON HIV/AIDS PREVENTION AMONG YOUTH

The MEUSTA evaluation workshop participants, gathered at Mkonge Hotel in Tanga, 28 - 29 March 2003, have discussed findings and gaps provided by the evaluation team. Participants would like to commend everybody involved in the MEUSTA programme for the achievements made, and encourage that this important work continues - in Tanga and elsewhere.

To this end the following recommendations have been made:

  1. Based on the district councils’ capabilities in terms of authority, power, personnel, finances, resource mobilisation etc., the workshop recommends that these capabilities should be deployed in implementing HIV/AIDS control activities among youth.
  2. The workshop recommends that the MEUSTA approach is incorporated in the district councils’ strategic plans, including the multisectoral approach.
  3. In order for the councils to implement the multisectoral approach it is recommended that the councils should acquire and make use of the following skills:
  1. Since the MEUSTA clubs have an important role in sensitising the district councils in HIV/AIDS control activities among youth, it is recommended that the district councils strengthen and make use of the MEUSTA Clubs. It is also recommended that the councils make sure that MEUSTA Clubs - or similar clubs - are established, where they may not already exist.
  2. Based on the MEUSTA experience we know that both teachers and students appreciate the participatory learning methods to achieve easier learning. Therefore it is recommended that teachers receive continuous training in these methods, and that adequate teaching materials are provided.
  3. In order for youths to have the capability to avoid /HIV/AIDS/STDs it is recommended that health services are established, specifically targeting youths. These services should be capable of providing testing, counselling, AIDS education and treatment for STDs. They should be easily accessible and adequately equipped.
