Overall Objective:

1. The overall objective of this Mid-term evaluation is to asses if MEUSTA approach is still valid and leading to achievement of the major goals and specific objectives.

2 Assess progress and make recommendations on how the MEUSTA approach and resource team members performance can be improved.

3. Assess if the expenditure levels with budget and make recommendations.

4. Assess AIDS Education dissemination.

Specific Objectives:

1. Achievement:

- Assess the implementation of activities in accordance to MEUSTA yearly activity Plan.

- Assess if AIDS awareness has been created among the target group and their surroundings.

- Assess attitude and behavioral change among target group and their surrounding.

- Assess AIDS Knowledge attainment to pupils.

- Assess availability of resources

- Assess the communication between parents and children, peer to peer in AIDS information.

2. Institutional Development:

- Assess MEUSTA approach in capacity building.

- Assess if the training enabled the resource teams and EDU teachers perform their responsibilities effectively.

- Identify strengths and weaknesses of the multi-sectoral approach in coordinating and implementing MEUSTA activities in all levels.

- Assess if exchange of information; data and statistics from other institutions contribute to achievement of Goal 1 and 2.

3. Participation and ownership:

- Assess if all Resource Team members are involved in setting objectives, planning and implementing activities, monitoring and supervision.

- Assess overall perception of the community, target group and political leaders regarding MEUSTA

- Assess participation and contribution of the community and political leaders.

- Assess extra budget contributions support outside MEUSTA, how they assist in implementation.

4. Sustainability:

- Assess the involvement of leaders and stake holders.

- Assess if the Local government is are prepared for take over of programme activities after donor phase out (year 2001).

- Assess if the resource team members are willing to work without donors' assistance in future.

- Assess level of local financial contribution and recommend for future sustainability of the programme objectives.

- Assess on how the local government is prepared to take over the programme - 2001.

5. Modification/Recommendations

- At the end of the asignment the evaluator should give appropriate recommendations for future MEUSTA modification and improvement.

METHODOLOGY:

Throughout the mission the team should adopt a participatory approach, and consult widely with all interested parties including the communities. Senior government staff and Resource Teams members should have the opportunity to present their views in confidence to the team.

The team should also choose respondents randomly among the following groups

• School children (STD. V, VI, VII) .

• Primary School Teachers

• Village Leaders.

• School Committee Members, Parents.

• Health personnel in village.

• Hamasa groups

• Religious leaders and influential people.
